PROBLEM TO BE SOLVED: To provide a method for measuring the heights of buildings being suitable to construct a three-dimensional city database and also to provide the modeling method of the buildings. ;SOLUTION: The data generating method is provided with surveying steps for collecting data including height information of the buildings at every block (S2 and S3), modelling steps for executing the stereoscopic modelling of the buildings, based on the collected data (S1, S4 and S5) and an integrated step for incorporating data generated by the modelling steps so as to generate the three-dimensional city database (S6). A less handling time is required in measurement at every block than that at every building.
