PROBLEM TO BE SOLVED: To prevent remaining of the unremoved remainder of a cover layer to a fiber element wire, and to prevent damage to the fiber element wire by a cover removing blade when removing the unremoved remainder by arranging the cover removing blade for removing the cover layer by forming a notch in the cover layer of an optical fiber, a rotary means for rotating the cover removing blade and a heating means for heating the removing cover layer of the fiber. ;SOLUTION: A V groove for positioning an optical fiber 1 is applied to a holding part 11. First of all, the optical fiber 1 is positioned in and held by the V groove of the holding part 11 so as to coincide with the axial direction of the optical fiber 1. When a heating part 12 is heated to a preset temperature to reach up to the preset temperature, a moving shaft 17 is moved up to a prescribed position (a covering removing position). After forming a notch in a covering layer by a cover removing blade 13 by allowing a block 14 to abut to the cover layer of the optical fiber 1, the cover removing blade 13 is returned to a former position, and a rotary part 16 is rotated by 90° so that a notch is formed again in the cover layer by the cover removing blade 13.;COPYRIGHT: (C)2000,JPO
