PROBLEM TO BE SOLVED: To provide a method and a device for obtaining a satisfactory video image reducing the artifact and noise of motion. SOLUTION: Concerning the method and device for reducing the noise and motion artifact in the pixel of the processed or displayed video image by passing the pixel value of the video image through a filter 10 on the basis of a first frame having a pixel value after filtering and a second frame recently fetched, while having a pixel value before filtering, this device is provided with a spatial filter for calculating the motion value of a certain concerned pixel by averaging the plural differential values of plural pixels selected around the said concerned pixel as a component. Furthermore, this device is provided with a filter function means 24 for extracting the output differential value of the concerned pixel on the basis of the said motion value and an adder 14 for adding the said output differential value to the pixel value after filtering of the first frame of the said concerned pixel as other components.
