PROBLEM TO BE SOLVED: To rationalize the control of an advertisement and eliminate the occurrence of a trouble such as replacement mistake or erroneous record by providing a bar code reading means for reading a bar code in replacement of an advertisement, and a personal computer for controlling the notice of the advertisement. ;SOLUTION: When a worker replaces the poster 5 of a suspending tool 1, a bar code 7 attached to the side of a nipping frame 2 is read by a bar code reader 8. The bar code read information is stored in a built-in memory and transmitted from an antenna. When the transmitted information is received by a receiver 9, it is successively stored in the RAM of a personal computer 10. A person in charge operates the keyboard 10c or mouse 10d of the personal computer 10 to display the train line number, vehicle number and the suspending tool number on the screen of a monitor 10b, and prints and records necessary items by a printer after a prescribed information processing is performed.
