PROBLEM TO BE SOLVED: To perform simultaneous recording reservations capable of setting the number of the simultaneous recording reservations at the time of the digital recording of digital broadcasting by utilizing the throughput of the reproduction and recording of a recording and reproduction controller to the maximum by distributing an electronic program guide(EPG) for describing the bit rate of contents. ;SOLUTION: At the time of receiving the request of the EPG from this recording and reproduction controller 17 by a distribution request reception means 13, the request is delivered to a distribution control means 14. In the distribution control means 14, at the time of judging that the distribution of the EPG is possible, the EPG prepared in a program information preparation means 15 is delivered to a program information distribution means 12 and the program information distribution means 12 performs distribution to the recording and reproduction controller 17. Also, in the case of judging that the distribution is impossible, the recording and reproduction controller 17 is informed of the fact that the distribution can not be performed. The program information preparation means 15 describes the bit rate for each program or for each station in the EPG.
