PURPOSE:To reduce difference between height of small package bobbins of creel and height of full package bobbins of preliminary rail when small package bobbins in longitudinal two lines of fine spinning creel is exchanged with lateral pair of full package bobbins of preliminary rail. CONSTITUTION:Three sets of peg units 30A and 30B for small package bobbins and full package bobbins are alternately and parallel provided in the body 21 for sliver exchanger 20. Peg units 30A and 30B are provided with oscillating arms and bobbin arrangement is converted between longitudinal pair and lateral pair by the oscillating arms. A bobbin placing device 160 for placing a small package bobbin which is a preliminary rail adjacent to the full package bobbin situated above the peg unit 30A for small bobbin in the evacuating position get detached from directly under preliminary rail is provided on the side of peg unit 30A for small bobbin on the end in the lateral direction of the body 21.
