PURPOSE: A controlling method of variable-structured cell-buffering-queue for dynamic congestion control is provided to perform more intelligent and various congestion control dynamically in a high speed data transmission network by controlling the congestion control with variable structure according to the transmission to a cell and the dynamic state variation. CONSTITUTION: Threshold values of the occurrence and the cancellation of congestion are variably determined by the state of data transmission, the dynamic variation of communication network condition and a variable control request from a network management controller. The occurrence of congestion and the cancellation of congestion are decided based on the number of current input cells input in the area of the determined threshold values of the occurrence and the cancellation of congestion. A bit for displaying the occurrence or the cancellation of congestion is set or reset by the decided result. While cell-buffering-queue controllers(310) having various hysteresis characteristics are applied, cell-buffering-queue controllers proper to the characteristic of an outer control request are applied alternately.
