PURPOSE: A traffic shaping method for maintaining maximum cell transmission rate in ATM network is provided to improve an efficiency of ATM apparatus and network by generating only optimal cells satisfying a maximum cell transmission rate, in case that the output of the ATM apparatus is time multiplexed in TDMA. CONSTITUTION: An initial sequence set of a cell stream inputted from external and a rotation sequence set are created. The rotation sequence set includes the initial sequence sets. It is determined if there is a sequence merged with an optimal sequence among the rotation sequence set. If so, the output sequence and the rotation sequence are merged to generate a new output sequence. Otherwise, the control process detects a sequence merged with an optimal sequence among compatible sequences obtained by rotating collision slots of the rotation sequence, and merges the detected sequence with the output sequence.
