PURPOSE: Early stage improved construction method and goods manufactured by the same for a dredged soil tender base by utilizing a floating mat slab for entering an improved equipment to a dredged soil tender base are provided to conveniently perform a dehydration process. CONSTITUTION: A floating mat slab is mounted on a dredged soil tender base(10) to shape a firm dredged soil layer(11). Construction holes are formed from the surface of the dredged soil layer(11) to the proper depth of the dredged soil tender base(10). Vertical drain bellows(12) is installed in the respective construction holes such that a protruding pipe(12a) of each bellows(12) protrudes from the dredged soil layer(11). A drain layer(15) is formed on the dredged soil layer(11). A horizontal drain bellows(13) is mounted by winding the protruding pipes(12a) around the bellows(13). One end of the horizontal drain bellows(13) is positioned on a drain path(16). A filled up soil(17) is layered on the drain layer(15).
