PURPOSE:To provide the target converter for a system design, which can generate automatically a quantitative target required for the system design by only giving an ambiguous target conception. CONSTITUTION:A device name of a design object and qualitative target data which becomes a target of its system are inputted through an input device 1, and its inputted target data is sent to a semantic understanding part 2. The semantic understanding part extracts one or plural target candidate data related to the target data stored in an object knowledge base 5, and sends its data to a crisp converting part 3 of the next stage. As a result, from a fuzzy knowledge data base 10 and a crisp quantative value data base (a concrete numerical value of a variable in a rule is stored), a membership function related to the target candidate data, and the rule are extracted, a fuzzy inference is executed and a concrete target numerical value of the target candidate data is determined and quantitized.
