SOLUTION: A composition; having a main component of silane graftmer, polyolefine, a halogen nonflammable agent (e.g. decapromodiphenylether), a nonflamable assistant (e.g. Sb2 O3 ), a silanol condensation catalyser (e.g. dibutyl tin dilaurate), a thermal decomposition type foaming agent, (e.g. azodicarbonamide), and silicone (e.g. dimethyl polysiloxane); is coated on a conductor by an extruder to be foamed, and then is contacted to moisture to be bridged. As the silane graftmer, it is preferable that, a substance, wherein specific quantity of organic unsaturated silane (e.g. vinyltrimethoxysilane) and a free radical generating agent is reacted, is used to base polymer having a specific ratio between high density PE having a density of 0.960 or more, and extremely low density PE having a density of 0.915 or less.
