PROBLEM TO BE SOLVED: To evoke the interest of a passenger in safety by outputting the warning information corresponding to the applicable travel environment, and taking an evoking action for safety upon receiving the warning information when the traveling speed exceeds the applied specific speed.;SOLUTION: The travel environment of a taxi and the legal speed determined according to the travel environment or a specific speed set near the legal speed are stored in a travel environment information memory means 1. The applicable travel environment to be applied to the traveling taxi is selected by a selecting means 2. The traveling speed detected by a traveling speed detecting means 3 is compared with the applied specific speed corresponding to the applicable travel environment by a comparing means 4, and the warning information corresponding to the applicable travel environment is outputted if the traveling speed exceeds the applied specific speed.
