PROBLEM TO BE SOLVED: To increase the amt. of formed oil obtained from sludge and to enable even the modification of the formed oil. ;SOLUTION: Dried sludge is heat-treated in a gasifying part to obtain a gaseous product 12 and waste oil is added to a liquid 13 obtained by condensing the oily substance of the gaseous product 12 and the resulting mixture is heated by a heater to obtain a gaseous product 15 containing the waste oil component in a gasified state. This gaseous product 15 and the residue 16 generated in the gasifying part 3 are introduced into a reaction part 8 to be heat-treated and reacted to obtain a gaseous product 18a which is, in turn, introduced into a condensation and separation part 9 to obtain formed oil 19 of which the amt. is increased at least by the addition amt. of the waste oil. The high-order heat value of the obtained formed oil 19 becomes a large value as compared with such a case that no waste oil is added.;COPYRIGHT: (C)2000,JPO
