PROBLEM TO BE SOLVED: To perform cipher communication with simple constitution by connecting a video conference cipher adapter between a communication network and a terminal or a multipoint control unit(MCU) and ciphering even a frame synchronizing signal included in a specific frame and a bit rate assigning signal.;SOLUTION: A video conference cipher adapter 12 is connected between an ISDN network 14 and a terminal 11 or an MCU 21. Then the frame processing part and the ciphering/deciphering processing part of the adapter 12 execute processing to each channel being an information channel. Communication mutually between terminals is started by obtaining frame synchronization based on ITU-T H. 221 just after starting communication and in conformity with this, the frame processing part of the adapter 12 simultaneously takes frame synchronization and recognizes a ciphered H. 221 frame. Thus, the adapter 12 is capable of simultaneously recognizing a communication starting time recognized by the terminal and performing the cipher communication.;COPYRIGHT: (C)2000,JPO
