PURPOSE: A safety telephone service network is provided to output an emergent signal through a mobile communication terminal having a function generating an emergent signal held by a protege, and to detect an exact position of the protege through an estimated first position trace and a detailed second position trace by an emergent mobile system based on the emergent signal. CONSTITUTION: A mobile telephone switching system(2) provides a function transceiving wireless signals between a terminal of a protege and an emergent mobile system. A short message service(SMS) system(5) receives the first short message and the second short message. The first short message is for tracing an estimated first position of the protege from the protege terminal through the mobile telephone switching system(2). The second short message includes a result of a detailed second position trace from the emergent mobile system. And the SMS system(5) delivers the third short message including a result of the estimated first position trace. A safety telephone service center(6) stores the first short message and the second short message delivered from the SMS system(5), and generates the third short message by using the first short message to deliver the third short message to the SMS system(5).
