PURPOSE: A system for paying public utilities charges using cumulative points is provided to increase a user's satisfaction by exchanging cumulative points and mileages of the user into public utilities charges payable, and by transferring the cumulative points and mileages to friends or families of the user. CONSTITUTION: A plurality of user computers(10) confirms or exchanges points such as cumulative points or mileages, and pays public utilities charges. A database(50) is connected to the web server(30), and stores all sorts of data. A VoIP(Voice over Internet Protocol) server(40) is connected to the web server(30).
