PURPOSE: A system for monitoring/maintaining a sewer and a method for constructing thereof are provided to offer a supporting unit of an intention decision with respect to a maintenance and management of a sewer and a sewer terminal processing institution by systematizing interpretation methods of a flow quantity, a measuring of the water quality and a measuring result in a sewer. CONSTITUTION: A sewer is divided into a plurality of the first branch type blocks comprising a branch line, the second branch type block comprising a principal line including the branch line of the first branch type blocks, and the third branch type block comprising a secondary line including the branch line and the principal line. A flow quantity sensor(10) is installed in a flow quantity gauge unit of a flow quantity sensing unit being located at the end of the branch line and at the end of the principal line and the secondary line at regular intervals. A water quality analysis result input unit(20) analyzes foul water gathered from the flow quantity gauge unit. A main server(30) receives data from the flow quantity sensor(10) and the water quality analysis result input unit(20) and analyzes, stores and outputs the data. A data unit receives and stores the data from the main server(30). An output device(60) outputs the data calculated from the main server(30). A manager server(50) manages the main server(30).
