PURPOSE: A global motion determining method is provided to estimate global motion parameters, and to determine an adequacy of a global motion model for performing no compensation in the case that there is no global motion so that it can reduce the calculation load and enhance a coding efficiency. CONSTITUTION: The method comprises steps of receiving successive images, obtaining a two dimensional translational vector of a center point of each block from the successive images by a two dimensional translational motion vector estimation method, e.g. a block matching algorithm, estimating global motion parameters based on a linear regression or a non-linear regression method by repeatedly performing a global motion estimation and a local motion removal until the global motion parameter is converged, and determining a compensation operation for the global motion by an adequacy of the global motion model from the two dimensional translational motion vector and the estimated global motion parameters.
