The novel architecture of scheduling based on flow rate in accordance with the present invention is applicable to scheduling flows in computer networks such as ATM. It can also be used to provide a fair service of importance in scheduling computer tasks. Unlike many methods commonly used for flow rate scheduling at a network adapter, the method of the present invention guarantees a certain flow rate for all flows. An outstanding feature of the present invention is that it can operate in frequency domain rather than in time domain.
