Between the vanes (4) of the inner rotor (2) which is mounted on the cam shaft (1) are cylinder dish shaped pendulum head guides (5) in which the pendulum heads (6) are mounted for swivel movement. The pendulum feet (8) are mounted in grooves (9) of the outer rotor (3). One of more of the vanes has radially mounted plate guide grooves in which locking plates are displaceable and lockable by their detent noses in detent grooves (16) of the outer rotor.
