The paper web cutter has a retarding section (106) between the paper feed (102) and cutter (108) to ensure that the web (112) is cut at the correct position. A buffer section (104) between the feed and retarding sections takes up paper accumulating due to the retardation in the form of a loop (195). A control (190) adjusts the speeds of the paper feed and retarding section so that the height (h) of the loop does not exceed a predetermined value.
