PROBLEM TO BE SOLVED: To perform emergency reporting by speedily coping with a case when even a rescuing request source cannot be specified by the user because there is no time for requesting rescue. SOLUTION: A mobile object terminal device 1 has an operation part for allowing a user to operate the device and a present location positioning part for detecting its own present location to output positioning information to perform prescribed emergency reporting operation set in advance by the operation part to report emergency with the positioning information. Thus, a data center 4 receives the emergency report from the device 1, discriminates the nearest organization by searching a straight distance to the organization or a route to the organization based on the emergency report and requests rescue corresponding to the emergency report to the nearest organization via a network.
