PROBLEM TO BE SOLVED: To open the occurrence of emergency to the public at an optimal place depending on the site of occurrence.;SOLUTION: Information displays 200 are installed in everywhere in a town. The information display 200 is arranged to communicate with an information management center 300 through a network 20. Upon encountering an emergency, a user 30 picks up the image of the site by means of a mobile terminal 100 and collects the voice at the site. The image and voice are transmitted as transmission signals to the information management center 300. At the information management center 300, current location of the mobile terminal 100 is specified from the received transmission signals. For example, video image and voice picked and collected by the mobile terminal 100 are informed in real time on the information display 200 suitable for the current location, e.g. an information display 200 installed at a position closest to the current location.;COPYRIGHT: (C)2006,JPO&NCIPI
