PROBLEM TO BE SOLVED: To provide a tire balance adjustment device, a tire balance adjustment method and a tire balance measurement method capable of correcting secondary mass unbalance of a rim-mounting tire. SOLUTION: Primary unbalance mass UB1 and a primary unbalance position 1 are calculated based on torque generated around two or more axes perpendicular to a tire rotation axis. Secondary unbalance mass UB2 and a secondary unbalance position 2 are calculated based on moments of inertia generated around three or more axes perpendicular to the tire rotation axis and the calculation result. The weight values BW2 and mounting positions B2 and B2 + of secondary correction weights 26B are calculated based on the primary and secondary unbalance masses and the primary and secondary unbalance positions. By sticking the correction weights 26A and 26B to the tire based on the results, the secondary mass unbalance of the tire can be adjusted.
