PROBLEM TO BE SOLVED: To provide an improved gas distribution structure for a polymer electrolyte-fuel cells, which avoids the fault of precedence technology, a gas diffusion electrode, and its manufacturing method. SOLUTION: The gas distribution structure for polymer electrolyte-fuel cells has a carbon carrier of a shape of a thin layer, which is made hydrophobic and makes two surface boundary, and a contact layer, which consists of a perfect mixture which consists of at least one sort of a hydrophobic polymer, and fine carbon particles, at the one side surface of the two surfaces. The hydrophobicity of the carbon carrier is generated by at least one sort of the hydrophobic polymer, and is limited to two layers. The above two layers go into a depth of 5 to 40 m from the two surfaces of the carbon carrier, respectively, and fill up the fine hole capacity of the carbon carrier in the domain of the hydrophobic layer in 20 to 60%.
