PROBLEM TO BE SOLVED: To provide functional ceramic for treating gas and liquid which exerts a strong oxidation-reduction action on a hydroxyl radical generated by using chlorine and has enhanced deodorizing, water purifying and oil decomposing effects. SOLUTION: This functional ceramic 2 for treating gas and liquid is obtained as granules by combining a plurality of metal oxides containing metal oxides, metal sulfides or metal selenides having such an energy band structure that the electric potential of the upper end of the valence band is lower than the oxidation-reduction potential of the hydroxyl radical and the potential of the lower end of the valence band is higher than that of the standard hydrogen electrode, sintering them and mixing them. The aqueous solution prepared by adding sodium hypochlorite or chlorine is introduced into a treating tank 1 and made to pass through the obtained granules of the ceramic 2 to contact with each other. The catalytic action of the ceramic 2 is used and positive pores are generated on the surface of the metal oxides, metal sulfides or metal selenides by the energy of the OH radical. The ceramic 2 thus becomes a strong oxidizer so that the electron can reduce O2 and the quality of liquid waste can be enhanced by the purifying effect.
