PROBLEM TO BE SOLVED: To reduce the fluctuation in tension in a steel plate during the roll touch which is one of factors for the fluctuation in tension affecting the quality of the steel plate.;SOLUTION: When a movable roll 31 such as a cooling roll is brought into contact with the steel plate 30 during the carriage suspended between two fixed rolls 32A and 32B, the moving speed of the movable roll 31 is set to be lower than the moving speed when the movable roll 31 approaches the steel plate 30.;COPYRIGHT: (C)2001,JPO
