PURPOSE: A parental control device is provided to protect children from obscene materials by monitoring the activity of children via a TV monitor and having specific programs or contents displayed only with the input of a password. CONSTITUTION: A parental control device comprises an input signal discriminating unit(100) outputting a class discriminating signal of TV signals and a VGA(Video Graphic Adapter) mode discriminating signals based on the synchronizing signals of input video signals, an input signal deciding unit(200) deciding the obsceneness of the input video signals based on color tone information and contour information by receiving TV video signals and PC(Personal Computer) video signals separated from the synchronizing signals, a user confirming unit(300) outputting a display control signal to output video signals to an object display by receiving a password key from a user, and a display driving unit(400) outputting the video signals output from the input signal discriminating unit to the display. The user confirming unit stores a password key of an adult user. If the password key inputted from a user is matched with the password key stored in a password key storage of the user confirming unit, a display control signal is output. The contents which children watch are displayed on a TV in a full screen or a PIP(Picture In Picture) format. Therefore, children are protected from obscene materials provided through a TV, videos and the internet.
