PURPOSE: A method of reducing frictional resistance and a frictional resistance reducing vessel is provided to effectively reduce energy consumption during operation of the vessel by reducing the frictional resistance with a low level of energy consumption. CONSTITUTION: In the method of reducing the frictional resistance of a hull, perpendicular(Fa) flows are induced along the running direction of the hull(10) accompanying the operation of the vessel, and vortex structures are varied in the vicinity of a submerged surface(11) of the hull by the perpendicular flows. According to this method, since the operation of an apparatus for reducing the frictional resistance is not required, energy consumption during the operation can effectively be conserved by reducing the frictional resistance to a low level.
