PURPOSE: An all-optical wavelength converter and converting method are provided to generate efficiently a difference frequency, a cascade process, and the second harmonic wave by using a birefringence phase matching method. CONSTITUTION: A polymer lower cladding(120) is formed on a surface of a silicon wafer(100). A non-linear polymer core(160) is formed from an input terminal to an output terminal on the polymer base cladding(120). The polymer lower cladding(120) and the non-linear polymer core(160) are formed by a spin coating method. A polymer upper cladding(140) is formed on the non-linear polymer core(160) except for the exposed parts of the input terminal and the output terminal by using the spin coating method.
