The present invention relates to the production of dye-sensitized solar cells using nanoparticles of rutile titanium oxide (TiO 2 ), to obtain titanium oxide powder having a rutile structure by hydrolyzing titanium tetrachloride (TiCl 4 ) at room temperature. Redispersed in an aqueous solution in which ethylene oxide and poly ethylene glycol are mixed, coated on a transparent conductive glass substrate doped with fluorine, and then heat-treated in air to obtain a thickness of 10 μm to 12 μm. A crack-free rutile titanium oxide thick film was prepared, and a heat treated film was impregnated in a solution containing ruthenium-based dye molecules to prepare a rutile titanium oxide electrode in which dye molecules were adsorbed onto an oxide surface.
