A system is provided that provides access to a web object and matches the prediction request for the web object to the available capacity on the web server. The system implements a method of dynamically constructing both demand and capacity based on certain criteria. The system provides a way to dynamically construct a request for an object based on criteria such as arrival time, destination geography, and price requirements. Specifically, the present invention specifies future needs for an object based on a set and prediction of previous requests for the object. The system effectively allows for the control and customization of capacity through one or more servers based on the characteristics associated with the request through one or more media servers, more particularly the major geographical characteristics of past needs. The system also dynamically configures capacity by (a) controlling the number of replicas associated with the objects, and (b) controlling the placement of these replicas through servers in a distributed network. Specifically, the system drives capacity configuration measurements for specific objects based on prediction needs. Thus, the number and placement of replicas associated with an object are variable over time and driven by the prediction demands on the web object.
