The network has elements with transmission and reception devices for communicating with other network elements and data processing devices for controlling network self-organization. Each element forms a cell with immediately adjacent elements in its range. At least one immediate neighbor forms another cell with a less immediate neighbor. Each element produces a logical record with connection data and passes it to immediately adjacent neighbors. The network has inter communicating network elements with transmission and reception arrangements for communicating with other network elements and data processing devices for controlling the self-organization of the network. Each network element forms a cell with immediately adjacent elements within its range. At least one immediate neighbor forms another cell with a less immediate neighbor. Each element produces a logical record with connection data and passes it to the immediately adjacent neighbors.
