PROBLEM TO BE SOLVED: To improve startability of a prime mover by reducing a load acting in the prime mover when it is started. ;SOLUTION: In the constitution of this device, when a prime mover 1 is started, a cutoff switch 31 provided between a controller 21 and a solenoid proportional pressure reducing valve 24 is opened, and supply of a control signal to the solenoid proportional pressure reducing valve 24 from the controller 21 is interrupted, so as to minimize a control pressure supplied to a regulator 3 by the solenoid proportional pressure reducing valve 24. In this way, when the prime mover 1 is started, the inside on an oil chamber 4A of the regulator 3 is decreased to a tank pressure, and, by fixing a displacement variable part 2A of a hydraulic pump 2 to a minimum tilt side, regardless of a pressure in the upstream of a throttle 18 in a center bypass pipe line 11, a displacement of the hydraulic pump 2 can be minimized. As a result, load torque of the hydraulic pump 2 acting in the prime mover 1, when it is started, can be reduced, and startability of the prime mover 1 can be improved.;COPYRIGHT: (C)1998,JPO
