PROBLEM TO BE SOLVED: To provide a device capable of uniformly mixing excavated earth and sand with cement milk and facilitating the construction of a specific shaped soil column. ;SOLUTION: A soil column construction device is equipped with a shaft 4, an excavation edge 5 provided in the lower end of the shaft 4 and a discharge outlet for discharging cement milk supplied through the inside of the shaft 4 from the neighborhood of the lower end of the shaft 4, an excavated hole is formed in the ground by rotation of the excavation edge 5 with the shaft 4 and, at the same time, the inside of the excavated hole is filled with a cement mixture obtained by mixing earth and sand produced in the excavated hole with the cement milk to form a ground reinforcing soil column.
