PROBLEM TO BE SOLVED: To suppress the generation of a document, to simplify the management of a handwritten character, to reliably manage the handwritten character and also to quickly and reliably collate the handwritten character.;SOLUTION: An inputted handwritten character is subjected to character recognition, the handwritten character is stored as a graphic data file, and a similarity rate between the handwritten character and another handwritten character is calculated on the basis of character recognition results. The stored graphic data file is retrieved by referring to the same character database and a similar graphic database on the basis of the character recognition results of a handwritten character being a collation object and the similarity rate, and candidate handwritten characters being a candidate for a handwritten character having a high probability of being the same character as the handwritten character of the collation object are displayed on a display.
