PROBLEM TO BE SOLVED: To provide an excellent rice seedling-raising culture soil or material which reduces rice bacterial disease pathopoiesis and hardly gives loads to environments, and to provide a method for inhibiting a rice bacterial disease. SOLUTION: This rice seedling-raising culture soil or material having a high pathopoiesis-inhibiting effect against rice bacterial diseases is characterized by adding an aluminum compound to a rice seedling-raising culture soil or material. The method for inhibiting the rice bacterial disease is characterized by adding the aluminum compound to the rice seedling-raising culture soil or material in which rice seeds are sowed. The aluminum in the aluminum compound is preferably added in an amount of 0.05 to 20 g as aluminum oxide per liter of the seedling-raising culture soil or material.
