PROBLEM TO BE SOLVED: To improve convenience of a user for whom a user authentication is executed by eliminating a need for the user to start an authentication function intentionally. SOLUTION: A user authentication starting part 24 is provided to a terminal 1 on a network 20, which, in accessing, judges whether a request for an access is made to a network or a system needing a user authentication. When the request for the access is made, the user authentication function is started automatically, thereby eliminating the user's need to start the authentication function intentionally.
