PROBLEM TO BE SOLVED: To protect security of embedded software on a product by permitting a software developing operation only to a normal software developer having an electronic key. SOLUTION: This information processing semiconductor device 100 is provided with and other than that, a debug permission key interface 111 to input an electronic key signal 131a from an external debug permission key device 131, a key detecting circuit 110 to detect a key from the inputted electronic key signal 131a and a collation circuit 109 to collate the detected key with an ID 108a intrinsic to the information processing semiconductor device other than a CPU 101, a memory 102, a multi-purpose debugger interface 105. The multi-purpose debugger interface 105 selectively validates or invalidates a debugger interface 105 based on a collation result signal 109a of the collation circuit 109.
