PPROBLEM TO BE SOLVED: To manufacture a small-diameter thin coating tube with high uniformity and high precision and to form an electrifying roller for an electrophotographic device by using the coating tube. PSOLUTION: In the device for manufacturing the small-diameter thin seamless tube of a plurality of layers, a tube extruding means, an air cooling means, a water cooling sizing means, a tube drawing means and a tube cutting means are arranged in a gravity direction, and a fixed size cutting means for the seamless tube and a housing means in which the seamless tubes are housed in non-contact with each other are arranged.
