PROBLEM TO BE SOLVED: To stably ensure predetermined monitor and control functions over a long period of time, while reducing the facility cost and monitoring and controlling distance can be expanded by simplifying a circuit configuration or the like, and moreover a small capacity battery power supply is used by reducing power consumption. SOLUTION: Transmission of a monitoring information and facility device control signal between a center device 1A installed in the center and a terminal 6C, provided in the course of the transmission line, is realized using optical fiber lines S1, S2 via a repeater 4B provided in a sub-station. During the ordinary condition, a part of the computer function for optical signal transmission and signal process of the center device 1A, the terminal 6C and the repeater 4B is stopped. Only when transmission of monitoring information or control signal is requested, is the transmission of optical signal and computer function recovered to form the monitoring information or control signal transmission line.
