PROBLEM TO BE SOLVED: To provide convergence restraining equipment and a convergence restraining method wherein restriction can be performed properly and quickly when convergence is generated. ;SOLUTION: An MTCS 102 counts the number of calls which are subjected to call originating from a mobile terminal 106 and to be subjected to call incoming on a mobile terminal in a mobile communication network 100, and the number of calls which are subjected to call originating from a communication terminal in other provider communication network 150 and to be subjected to call incoming on a mobile terminal in the mobile communication network 100, regarding every call incoming terminal. When the number of calls exceeds a prescribed threshold value, an MTCS 124 demands restriction of call connection to an MLS 110 and an MGS 112.
