PURPOSE: A device and a method for the charge postal transfer settlement using a barcode stored in a mobile communication terminal are provided to minimize the economic loss according to the reckless credit card use of a minor or a beginner of a society by settling the use price of a barcode user with an allotment of a credit card held by a parent. CONSTITUTION: The mobile communication terminal(100) stores and displays the barcode data. A barcode reader(200) outputs the information according to the article purchase by reading the barcode displayed on the terminal(100). A personal communication tool(300) outputs the data in order to enable an Internet user to buy the article by inputting a barcode number and a password. A price postal transfer settler communication tool(400) sets a constant price and outputs the corresponding data in order to enable the Internet user to buy the article. A web server(800) outputs a control signal by receiving the data outputted from the terminal(100), the personal communication tool(300), and the price postal transfer settler communication tool(400), and a control signal outputted from a financial settlement system(700).
