PURPOSE: A manufacturing method of heat resisting alloy steel capable of suppressing abnormal grain growth during solution treatment without addition of expensive Nb and Ti by adopting pre-annealing process before solution treatment of heat resisting alloy. CONSTITUTION: The manufacturing method of heat resisting steel for suppressing abnormal grain growth during solution treatment by pre-annealing treatment comprises the processes of pre-annealing the alloy at a temperature of 700 to 1,000 deg.C before solution treatment of an alloy comprising 0.1 to 0.6 wt.% of C, 0.1 to 1.0 wt.% of Si, 8.0 to 11.0 wt.% of Mn, 19 to 25 wt.% of Cr, 3.0 to 10.0 wt.% of Ni, 0.1 to 0.6 wt.% of N, 0.1 to 5.0 wt.% of Mo, 0.03 to 1.0 wt.% of V, and a balance of Fe and other inevitable impurities; and performing solution treatment on the pre-annealed alloy in the temperature range of 1,100 to 1,150 deg.C.
