PURPOSE: A catalyst for removing volatile organic compounds at a low temperature is provided to save energy by lowering combustion temperature, and lower catalyst manufacturing costs by reducing consumption of a noble metal which is required for reaching to the same conversion ratio. CONSTITUTION: In a catalyst used for removing volatile organic compounds at a low temperature, the catalyst for removing volatile organic compounds at a low temperature is manufactured by supporting 0.5 to 3 wt.% of platinum, palladium or both of the metals and supporting 0.5 to 10 wt.% of lanthanum, zirconia or both of the metals onto a titania support based on the support, wherein the volatile organic compounds are selected from the group consisting of aromatic compounds, aldehydes, olefins, ketones, paraffins, and halogenated hydrocarbon, and wherein polyacrylic acid is added to titania when mixing titania with ion exchange resin so that polyacrylic acid and titania are mixed in a mixing ratio of 1:5 to 1:30.
