A medium passes through a housing fabricated of non-corrosive chrome-nickel steel alloy with an internal bladder passage fabricated of an elastomer material and strengthened by a suitable woven structure. The elastomer passage may be constricted transverse to the medium direction of flow. The steel housing has inlet and outlet connectors for the medium and fixtures for the bladder. All of the connectors and pipe fittings are fabricated of high-grade chrome-nickel steel. The housing may be o round or oval cross-section.
