A swivel mechanism is so coupled to the IR detector that a surface is scanned in lines and/or columns and the IR detector is capable of punctiform detection of hot spots. The IR detector contains a teleobjective lens with opening angle of max. 0.014 deg./pixel. A comparator processes the output signal of the IR detector, w.r.t. energy quantity of detected IR radiation, with preset threshold value and determines if the output signal has exceeded the threshold value. An output device responds to the comparator, and a control coordinates the IR detector, the swivel mechanism, the comparator and/or the output.
