A tool for fitting and removal of a water meter on a pipeline has a cylindrical grip (1), open to the bottom and which fits onto the meter. The closed top of the tool has a central bore and two offset bores equally spaced on the same diagonal through the central bore. The holes locate a second part of the tool, which has a central stud to locate into the central bore, and two torque studs which locate into the offset holes. The second tool has a cross bore to take a wrench bar.
