PROBLEM TO BE SOLVED: To provide an anti-fogging agent composition having a fast acting property on the surfaces of substrates, excellent hydrophilicity, excellent durability, excellent water resistance, excellent stain resistance and excellent appearance after dried, and to provide an anti-fogging agent using the same and used for bathrooms.;SOLUTION: This anti-fogging agent composition is characterized by containing the following components (A), (B), (C) and (D) as essential components, and the anti-fogging agent using the same and used for bathrooms. (A) A cationic water-soluble polymer obtained by polymerizing only a cationic (meth)acrylate. (B) A (meth)acrylamide-based cationized water-soluble polymer obtained by copolymerizing two or more monomers selected from the group consisting of nonionic (meth)acrylamide-based monomers and cationic (meth)acrylate-based monomers.
