PROBLEM TO BE SOLVED: To also suitably transmit a variety of information in the vertical blanking period of original analog video signal, when a video signal is distributed in streaming manner.;SOLUTION: An A/D converter circuit 13 for converting the analog video signal to a digital video signal and an encoder circuit 14 for compressing data of the digital video signal, as a result of the A/D conversion and packetizing the compressed data to a packet are provided. the packet from the encoder circuit 14 is supplied to compositing circuit 16 via a buffer circuit 15. A separation circuit 12 for extracting a variety of information from the vertical blanking period of the analog video signal and a detection circuit 19 for detecting the address of a user data area in the packet of the buffer circuit 15 are provided. The compositing circuit 16 composites various types of information extracted by the separation circuit 12 in the packet user data area in accordance with the detected signal from the detection circuit 19.
